Abstract

The issue of territorial expansion of large metropolitan areas is once again being discussed in various forums and specialized publications in our country, given the need to address issues such as: the participation of local governments and the metropolitan administration in the Political Reform of the Federal District ; or as the delimitation of powers within the conurbation processes that have arisen in various States and in the cities of the northern border; regarding the management and services in the periphery of cities in the context of a series of privatization initiatives in their provision; the affectation of areas of ecological value in an urban area that presents high levels of environmental deterioration or; recently, before the discussion regarding the reforms to article 27 of the Constitution and its consequences on urban growth on ejido and communal areas.
