Abstract

This paper claims the model of the Compact City to achieve a sustainable urban and territorial development and analyzes through some examples to what extent the city of Montevideo, in its planning tools and in some recent concretions, approaches that ideal. Since the adoption of Law 18,308 on Territorial Planning and Sustainable Development, urban and territorial planning is public policy in Uruguay. Sustainability in all its dimensions are transformed into force ideas and guiding principles when it comes to conceiving any planning instrument, emphasized with the elaboration of the Strategic Environmental Assessment, and the participative instances guaranteed through several instances. The cases discussed focus on Montevideo, because its status as Capital, because of its scale and dynamics at the national level allows to visualize the subject in all its complexity. The introduction highlights the relevance of the subject worldwide, then refers to urban planners who contributed to generate theory about the topic as Geddes, Mac Harg, Tafuri, Rogers. Later it goes through some of the achievements in the city of Montevideo, fruit of a culture of planning that has settled over the years. And finally suggests some topics to explore in order to achieve the desired city.
