Abstract

This book proposes a review of the experience of the first ten years of the Neighborhood Improvement Community Program (today the Neighborhood and Community Improvement Program): its context is characterized by the advance of electoral democratization in the capital of the country and the persistence of efforts for opening public decisions to citizen participation. Its objective is to place reflections and discussions on habitat, citizenship and citizen participation in the public debate.
