Abstract

Trying to explain how a city the size of Hong Kong has achieved 'global' status is a task that deserves some credit. The former British colony, which the literary topic has placed so many times "at the crossroads of East and West, is the result of a complex historical situation, but which has resulted in the brilliant development of one of the capitals of the world.A capital that, according to a somewhat generalized perception, is a contemporary and sophisticated city. But to what extent is Hong Kong a global city and what process has led it to become one of the few that exist?

Author Biography

Judith Domínguez Serrano, El Colegio de México, Ciudad de México, México

She is a professor-researcher at the Center for Demographic, Urban and Environmental Studies of El Colegio de México. She is level III of the National System of CONACyT Researchers. She holds a PhD in Law from the Autonomous University of Madrid. She was deputy director of public policies and legal framework in the General Subdirectorate of Planning of the National Water Commission. She is a member of the Mexican Bar-Colegio de Abogados de México and the World Women's Association. She is currently an advisor to the Third Vice President in the Ministry of Ecological Transition and Demographic Challenge of Spain.Her lines of research are: public policy, water law and water security, human right to water and environmental governance.She participated in the preparation of various water bills at the national and state levels to comply with the human right to water and the regulation of public services in Mexico.Among her publications are Water and cities (El Colegio de México, 2022); Legal framework of water. Towards a new water law (Tirant Lo Blanch, 2022); Sustainability, technological innovation and water governance in basins and cities (Tirant Lo Blanch, 2022); The politics of water through its institutions 1917-2017 (El Colegio de México, 2019); Human right to water and sanitation (IMTA, COLMEX, 2016); Water and territory: rights of citizens and administrative organization (IMTA, COLMEX, 2013); Social monitoring of the human right to water and sanitation (CEDUA, INDESOL, 2013); Towards a water governance position in Mexico (COLMEX, CONAGUA, IMTA, ANEAS, 2012); Water quality and its legal regulation (a comparative study of the situation in Spain and Mexico) (IUSTEL, 2011); Integrated pollution prevention and control (Montecorvo, 2003).She is a member of the Technical Council of the Thematic Network for Water Management and Research, CONACyT; the Latin American-European Union Network for Urban, Territorial and Environmental Studies, Autonomous University of Madrid, and the Water, Law and Environment Network (AGUDEMA), University of Zaragoza; of the Monitoring Group of the Water Sector of the Ministry of Environment and Natural Resources (SEMARNAT-Mexico).She has been a national and international speaker, with proposals for the improvement of the integrated management of water resources, safety and environmental governance.She has been recognized on several occasions in the List of "Water Leaders" in Mexico.
